I first heard about a similar program called Colorado Cell Dogs a couple of years ago, and then one of our neighbors was lucky enough to adopt a dog that had been trained by an inmate. The basic idea is that inmates are given the opportunity to raise a puppy, with all of the joy and responsibility that entails. Once old enough and properly trained, the dogs are adopted and sometimes put into service. From what I can tell, the Colorado program is completely self-funded.
